Adrien De Abreu, Research Consultant Eurotrans, attended the conference WCTR 2010, dedicated to research on transportation, to identify key experts working on the same themes (Impacts of transport facilities on Sustainable Development, Territorial development, urban goods transportation…). On this occasion he was able to take part in discussions of the Francophone seminar “socio-economics of transport”, organized by the Ministry of Ecology, Energy, Sustainable Development and the Sea (MEEDDM).

Le colloque Inaugural Seine d’Avenir constitue la base d’un projet partagé des agglomérations de Paris, Rouen et Le Havre et les régions d’Ile de France et de Normandie. Il a réuni le 4 Mai près de 1000 personnes à l’initiative du Maire du Havre et Président de la CODAH Antoine RUFNACHT. Christian DUHAUT s’est exprimé au nom d’EUROTRANS sur la valeur que peut générer cette union d’une Capitale avec une porte d’Entrée majeure dans le monde à l’heure où la compétition économique internationale est de plus en plus âpre.

In a context of sustainable development search, the very influent investor Warren Buffett agreed to buy Burlington Northern Santa Fe Corp., making a $34 billion bet on the future of the railway. In the same time, Europorte from Eurotunnel bought the French operations of Veolia Cargo for €100 billion. And The SNCF CEO Guillaume Pepy admitted he could invest with Deutsche Bahn in… Eurotunnel. In France, we now have to improve traffic in combined transport railway/road, as it is happening in Germany (Le Lloyd 15 déc. 2009).

The Seine-Nord-Europe canal will connect the Seine river and the ports of Dunkerque, Antwerp, Rotterdam,http://en.wikipedia.org/wiki/Antwerphttp://en.wikipedia.org/wiki/Rotterdam and the rest of Northern Europe ports. Archeological excavations at the site have begun in June 2009, and the construction will start in 2011. The canal and its 4 multimodal logistics parks are planned for 2015. Two consortiums, led by Vinci and Bouygues, are in competition for the construction. The chosen company will be responsible of financing the project, but also responsible of its conception, realization and maintenance during a minimum period of 30 years.

Sign of the times, the oil giant Total is about to close its Dunkerque refinery, threatened by overcapacity (which is estimated at around 10%). At the same time, France has welcomed Ineos and LyondellBasell near Marseille; and other oil tycoons like the russian Loukoïl or the chinese Petrochina are planning to do the same. The exploration and production remain priorities for European industries and the distribution organization will evolve, as we could notice in our missions in Morocco or in the air sector.

Goods transport in city centers requires innovating logistics solutions to be efficient and sustainable. The solutions include multi-mode transports, such as river transport. This statement, confirmed by many studies, should be considered for the “Grand Paris” project. But using multi-mode transports in the city require brand new city hubs for logistics. Urban Real Estate, with the “city hub” concept, makes it possible.

After decades of excess and speculation symbolized by Dubai high towers, the crisis is leading to important changes. Every investment can drive to success or difficulties, depending on its suitability. We can anticipate and measure this suitability with more and more accuracy and scientific methods. For instance, Dubai logistics companies like Gazeley or transport firms (DP World) remained suitable investments whereas head offices and real estate activities declined in this emirate.

Les politiques de transport doivent s’appuyer sur une bonne information statistique. Le développement des systèmes d’information géographique modifie considérablement les pratiques en terme d’observation statistique et de prospective. Il ne s’agit plus de collationner des informations hétérogènes. Cartographies et modèles peuvent être développés sur base de SIG pour une bonne aide à la décision et à la valorisation des impacts socio-économiques et environnementaux des orientations politiques

Le projet de loi cadre Grenelle1 est publié. Dans un contexte de restriction budgétaire, il rassemble un certain nombre d’orientations qui s’inscrivent dans le prolongement des politiques transports antérieures. L’Union Européenne s’est quant à elle risquée à présenter un barème de référence sur les coûts externes du routier, du ferroviaire et du fluvial bien utile pour évaluer les actions nationales en faveur du nécessaire plan climatique (Transports Actualités 2/5/08).

Un test mené par Deutsche Bahn sur plus de 10 000 km a été réalisé après trois ans d’étude. Les deux principaux obstacles restent liés au besoin de changement de rame en Russie en raison d’un écartement de voies différent et la douane à 5 frontières. Une solution d’avenir qui peut bouleverser les marchés maritimes entre l’Asie et l’Europe à considérer d’ici une dizaine d’années et un recentrage accru au profit de l’Allemagne. This sector shows different level of employment impact depending the type of goods concerned. The indirect impact is very high and specialy for the territory competitiveness to attract new business implementations.
